In 2004, Col. Jeff Tamayo started emergency preparedness and disaster management trainings. Serving as the Deputy Group Commander of the First Air Reserve Hospital, which he was instrumental in establishing, he founded and is the Director of the Rescue Emergency Action for Community and Home (REACH) and Saving Lives Together (SALT) Programs.
Under REACH and SALTprograms, Tactical Nursing and EMT Courses were given to members of the Coast Guard, Air Force Reserve (among others) for free. Another significant project he founded: SHES-X (Safety, Health, Environment and Health--Extreme), a well-rounded program primarily designed for the youth. One of SHES-X’s pioneering programs is the Wilderness Search and Rescue conducted in the Sierra Madre mountains. Furthermore, he serves as consultant to the Philippine Association of Emergency Medical Services Personnel (PAEMSP). He has a passion for helping the youth, who he sees as tomorrow's leaders.
